Local Confidence Survey Results

HMIC "My Police"

Performance Report to end of July 2010

The following is Hertfordshire Police Authority’s assessment of the Constabulary’s current performance.

Overall crime levels in Hertfordshire remain the lowest in the last 4 years.  The force has below average levels of crime when compared to its MSF** peer group and significantly higher than average detection rates.

The serious acquisitive crimes of Home Burglary, Robbery and Vehicle crime have all decreased when compared to the same period last year*. Shoplifting also remains below last years* levels. Overall detection rates are above last years levels and the Force is performing well against its MSF** peer group.

The level of Serious Violent crime and Domestic Related Crime are also below last years* levels however detection rates have also decreased slightly. Serious Sex Offences have fallen to around last years levels and detection rates are slightly below. The Force continues to outperform most of its peer group for both the low level and high detections of Serious Violent crime. 

Reported incidents related to Anti Social Behaviour have reduced significantly when compared to the same period last year*

Total crime in the county remains below the levels seen last year with over 1,800 fewer crimes recorded between April and July when compared to the same period last year*. The force remains 2nd in its MSF** with well below average levels of crime and remains top of its group with above average detections of crime.  However North Herts recorded 135 additional crimes this month* which were mostly thefts and drug offences linked to the Sonisphere festival at Knebworth.

There have been 1,305 Home Burglary offences recorded across the county this year* a decrease of 95 on the same period last year.* Hertfordshire remains 5th in its MSF** with average levels of burglaries, but remains 2nd in group with well above average detection rates. Dacorum and North Herts are showing significant increases this month* The Force has recently set up a specialist investigations team to tackle this type of crime.

There have been 200 Robberies recorded this year* the same levels as last year*.  Hertfordshire is now top of its MSF*** group with below the average levels of robbery.  Detection rates have increased to 28.5% which is just below that of last year*. The force moved back to 2nd in its MSF** group and has average detection rates. Broxbourne remains a concern with a 33% increase (9 more offences) this year*

2,849 Vehicle Crimes have been recorded so far this year* 4.5% fewer than at the same time last year*. Hertfordshire is 7th in its MSF** group with average levels of these crimes but is top of its group for the detection of Vehicle Crime with well above average detection rates. The level of crime has steadily reduced since mid June following reductions in commodity prices and increased police activity.
 
There have been 2,284 Shoplifting offences recorded this year while this is 10% below the high levels recorded last year* it is slightly higher than levels recorded in previous years. The Force remains 4th in its MSF** with average levels of crime and 2nd with average detection rates.

Other Business Crime (crime committed on business premises) is around 4% below the levels seen last year* with 3,916 offences recorded.

Serious Violent Crime continues to fall with only 112 offences recorded this year* (down 20% on the same period last year*). The detection rate is around 53% which is slightly lower than last year*.

There were 179 Serious Sex Offences recorded across the county this year* which is around the same level as last year*. The detection rate is also on a par with last year* at around 27%. Hertfordshire is top of its MSF** group with well below average levels of these crimes and is 3rd in group with average detection rates.

The level of Domestic Related crime continues to reduce across the county with 1,381 offences reported - a fall of 4.5% on last year* and the detection rate at 56% is level with last year*. The Home Office does not publish peer group comparisons for this category of crime.

There were 167 Drug Trafficking offences recorded across the county, a reduction of 20% on last year* with a detection rate of around 82% which is average for the detection of these crimes.

There have been over 24,000 incidents linked to Anti Social Behaviour reported this year* this is 3,524 or 12.8% fewer incidents than last year* However ASB is a difficult category to provide totally accurate data as it is based on the perception of the person reporting the incident. These figures are therefore included as a rough indicator of the trend.

*Reporting periods – please note that the figures above are usually reported as ‘ this month’; meaning a comparison of the current month to the same month last year, or ‘ this year’; meaning April 2010 to the current month this year compared to May 2009 to the same month last year.

**MSF = Most Similar Force is a group of police forces defined by the Home Office with similar socio-demographic characteristics to Hertfordshire. The grouping enables us to put performance into context by allowing like-with-like comparisons. The other forces in our MSF are; Bedfordshire, Essex, Kent, Sussex, Hampshire, Avon & Somerset and Thames Valley.
