Forward Plan

Dates of all Committee meetings and likely agenda items to be discussed at each meeting are listed in the attached Forward Plan.

Police Authority Forward Plan - April - December 2010

Full Authority

The Full Authority ensures the maintenance of an efficient and effective police force for the area; considers and approves the three-year Policing Plan; sets the annual capital and revenue budget and precept level for the area and monitors the Chief Constable’s performance against the Plan.

Audit Committee

The Committee reviews the Authority’s internal and external audit plans and systems, including delivery and the risk management process. It also considers and approves the Governance Statement, Statement of Accounts, Statement on Internal Control and the Annual Audit letter.
The committee has 6 members and usually meet 3 times a year.

Community Engagement Committee

The Committee oversees the statutory duties of the Police Authority with regard to public consultation and engagement and complaints. It also monitors other issues such as partnership working, arrangements for Independent Custody Visitors and professional standards matters.
The committee has 10 members (all the appointed CDRP PALs) and usually meet 4 times a year.

Chief Officer Personnel Committee

Due to the sensitive and personal nature of the information discussed at this meeting, the majority of the reports are taken in Part II business.

Complaints & Professional Standards Sub-Committee

The Sub-Committee meetings will be held in public, unless business is deemed to be Part 2, and minutes will be taken. The Sub-Committee comprises 4 members, requires a quorum of 3 members and will usually meet 4 times a year

The Sub-Committee will report to the Community Engagement Committee at least twice a year.

Human Resources Committee

The Committee considers all matters relating to the recruitment, retention, training, development, equal opportunities, diversity and conditions of service for police officers and civilian staff. In addition, the Committee overviews the Authority’s responsibility for Health and Safety issues.
The committee has 6 members and normally meets quarterly.

Policy and Planning Committee

The Committee works with the Constabulary to prepare and recommend to the Full Authority a three-year rolling strategic plan and consider how this is published. The Committee also prepares the annual report, oversees the Authority’s contributions to collaboration with Bedfordshire and other collaboration matters, and monitors the contribution of the Authority to the Association of Police Authorities.
This committee has 6 members and usually meet 6 times a year.

Resources Committee

The Committee examines the draft revenue and capital budgets for the ensuing year and recommends to the Full Authority a budget and precept level set in accordance with the Policing Plan.
The committee has 8 members and usually meet 7 times a year.

Scrutiny Committee

The Committee monitors the performance of the Constabulary against the targets in the three-year Policing Plan. In order to achieve this, the Committee establishes and quality assure time-limited topic groups to investigate any particular issues that merit more detailed scrutiny.
The committee will comprise 6 members and usually meet 6 times a year.

Standards Committee

The purpose of the Committee is to promote and maintain high standards of conduct by members of the Authority and to assist members observe the Code of Conduct. This includes training and the determination of complaints against members.

Safer Neighbourhoods

The Committee oversees the statutory duties of the Police Authority with regard to public consultation and engagement and complaints. It also monitors other issues such as partnership working, arrangements for Independent Custody Visitors and professional standards matters.

In May 2008, following an extensive review of the way the Police Authority conducted its business, a new meetings structure was introduced. As a result of this review, the Safer Neighbourhoods Committee was re-named the Community Engagement Committee.

Eastern Region Collaboration Joint Statutory Committee

Hertfordshire Police Authority works in partnership with other police authorities in the eastern region.
