Collaboration
Hertfordshire Police Authority is fully committed to achieving better policing through the use of collaboration and partnership.
Since the creation of a joint Major Crime Unit in October 2007 the Authority has worked closely with Bedfordshire collaborating on a wide range of services. In May 2011, The Authority agreed to enter a strategic alliance with Bedfordshire and Cambridgeshire. This alliance is planned to deliver collaborated policing services across the three counties in all areas excluding neighbourhood policing. The alliance will have a specific focus on organisational and operational support services.
The Authority also seeks to collaborate with other police authorities when it is sensible to do so. Two notable examples of this includes the Chiltern Fleet Consortium that is used for the purchase and maintenance of police vehicles and Project Athena, an ICT collaboration that will link intelligence, case management and custody systems.
Finally, partnership working with local bodies is also very important. A recent example of this was the creation of a joint County Community Safety Unit with hertsCounty Council. This integrated unit works in partnership on areas including vulnerable people, offender management, drug strategy and community confidence.
Collaborations with other police authorities are governed by formal agreements known as Section 23 agreements (a reference to police regulations). These agreements are signed by the Authority and the Constabulary. When an opportunity is recognised business cases are developed, assessing the risks and threats alongside the overall benefits and opportunities for improved effectiveness and resilience, if approved a Section 23 Agreement is then drawn up for each party to sign.
